Ering speaks up against racial discrimination
ITANAGAR, Jul 25: Member of Parliament Ninong Ering has said that even after decades of independence, people belonging to the North East faces racial discrimination.
Ering who represents Arunachal East said this in the parliament as he took up the recent incident of Tailin Lyngdoh, who was turned out from Delhi Golf Club for wearing the Khasi traditional dress.
"There have been cases wherein people from south India have been mocked because of their dark skin, minorities being mocked for practicising their traditional customs and beliefs and people from north cast have been discriminated against", he said adding that the issue of discrimination against skin colour and special facial makeup is deep rooted which even take the form of violence as was seen in the Bangalore where a mob thrashed an African couple and torched their vehicle.

These incidents of racial splurge can largely be attributed to the fact that even after 70 years of Independence, the issues of discrimination is still felt by them, the MP said.
He said that there was cultural distance among people, which gets manifested as racial slurs against each other. Sometimes these exchanges get violent and in each case disrupting the unique fabric of homogeneous and heterogeneous India, Ering said.
He suggested that government take a step further with help of NGO's, private sector and by strengthening preventative system to ensure that these incidents does not happen again.
PRIs upset over delay in border road construction

He also informed that the Panchayat leaders had approached the Director General Border Road on December 28, 2016, on his arrival at Roing, and the District Authority on April 3, 2017, regarding the position of the work, which seems to have stopped from being slow paced, as no progress of work can be seen at the site at all. Their meeting, reportedly, went futile because no change has been noticed at the work site since then.

In the letter, the leaders have also demanded creation of an ITBP outpost at Desali CO Hq, which is just 20kms from the International Border of China. This demand has been made since there is no State or Central Police Force stationed at the headquarters.
The leaders have also mentioned in the letter that there has been no reply from the Officer Commanding ITBP at Lohitpur under Lohit district, who was approached regarding the issue.

There has been spate of crimes reported from across the state in the last one year. Few have been reported in the media even as the overworked police struggle to contain the growing incidences of violence in the streets of the state.
The twin towns of Itanagar-
Early in the morning, when normal people are happy and thankful to be alive, someone gets upset because he had to wait as the driver, in another car was taking time to turn the car. Not willing to wait for few more seconds, he shot someone to vent out his anger. Such impunity! Lives are cheap in the streets of Itanagar and no one cares.
A young man goes to a pub with his friends. He never made it home as he is fatally beaten while on his way home. One can only imagine the pain of the family and friends as the Police struggles, trying to find out what happened that night.
A girl goes for a swim with her friends in Senki River. Her friends are beaten up and she is raped. What kind of a society are we heading into where a girl cannot go swimming with her friends without worrying about safety? No one is born a criminal but what makes our young boys think that they can get away with despicable acts of beating and sexual assaults? Have we failed as parents, teachers, and citizens and as a state? Such collective failures are heartbreaking and our young people are the ones who are paying for it, by indulging in crimes and ending up victims themselves.
So far, the Police have been able to make breakthrough in almost all the cases including gun violence, rape, murders and mugging.
But the government led by Pema Khandu and more so the home department led by the Home Minister Kumar Waii has been less than proactive when it comes to law and order in the state.
One year is a short time, but if one has to perform, more so, if you are in charge of safety and security of the people, there has to be some amount of urgency and accountability.
Within the Itanagar and Naharlagun, there are only three police stations with a population of more than one lakh. For that many number of citizens, there are less than 300 police personnel while an equal number has been entrusted on VIP duty.
It's shameful that such low priority has been accorded to the safety of the people. We can't put aside all criminal cases as isolated and we have to accept that numbers of criminals are growing each passing day. The Home department can't live in denial anymore. With massive unemployment and our reluctance to go back to traditional mode of hand to mouth living, it's going to be worse in days to come. Everybody is going to be a victim of violence.
And the higher ups at the home department have failed incredibly. What else explain the case of an IRBn jawan who managed to steal such an alarming number of arms and ammunitions from Police Training Centre, Banderdewa?
High end pistols, rifles with ammunition were stolen from the custody of the police. One can imagine the security on the streets of state, if that kind of security lapses occurs within a police training centre.
To start with, the Home Minister and Director General of Police need to step out of their comfortable offices and bungalows to visit the Itanagar Police station.
While a new building is coming up, which will take years to complete, the old building is in tatters. The leaking roof is a testimony. The situation is so bad that one can see buckets all over the police station. And one really has to be careful while walking on those wet floor to avoid falling down. If one has to worry about leaking roofs, how do we even expect the police to do their jobs?
The government certainly needs to figure out how to deal with the escalating law and order problem in the state, more so in the bigger towns, if they get time off from launching impractical central schemes.

CM appeals for inclusion of Itanagar in smart city list
NEW DELHI Jul 25: Chief Minister Pema Khandu has asked the Union Urban Development Minister, Narendra Singh Tomar to include Itanagar in the smart city list during a meeting on Tuesday in Delhi.
Pema said that smart city status for Itanagar will help the people of the capital in fulfilling their need for modern services and facilities.
The Union Minister assured to look into the matter.
The Chief Minister was accompanied by state UD Minister Nabam Rebia.
Itanagar failed to make it to smart city list which was declared last month by the ministry of Urban Development and Housing. Government of India has already announced the selected list of 90 cities. Pasighat made it to the Smart City list during the last round.

36 years old Tagap who was from Kaneebung village, Sangdupota circle, had gone fishing at Papum Poma River on July 23 from where he reportedly drowned.
Meanwhile, one Ngurang Tato@Mama under Kimin Police Station is reported to have gone missing on July 19.

Workers' Union seek withdrawal of Regulatory Scheme 2006
ITANAGAR, Jul 25: In a representation to the state Chief Secretary, the All Arunachal Pradesh Workers Union (AAPWU) president Jalley Sonam on Tuesday, highlighted the grievances of workers serving under department of Power who have been denied legal rights and privileges under existing rules and proceedings and appealed to her to reassess the previous order issued during 2006 to withdraw the regulatory schemes of workers.
The union has also urged the CS to address its four demands which include;
conducting of Departmental Promotion Committee (DPC) within six months every year for regularization of services and keeping provision for promotion of 80% departmental workers who are already serving in the department, provision for award 20% direct quota during conduct of recruitment process, implementation of voluntarily retirement scheme under Power department besides, issue of liveries for workers of Power department.
Further, in a separate letter to the Chief Engineer, PWD (Western zone), AAPWU president Jalley Sonam has informed him that the enhanced wages of workers have still not been added under their basic wages till date by the department and appealed to him to release the enhanced wages at the earliest.

Meeting held to resolve issues concerning CM's Flagship Programme
ITANAGAR, Jul 25: Taking stock of the problems and feedbacks provided by the citizens regarding CM's Flagship Programme scheme mainly the Krishi Rinn Yojana and Deen Dayal Upadhyaya Bunkar Yojana, a meeting was convened on Tuesday in the Conference Hall of the Deputy Commissioner Itanagar Capital Complex.
During the meeting, the EAC Itanagar Jiken Bomjen informed that the applicants are facing problem for registration through stand up mitra as well as the preparation of Detailed Project Report (DPR).
However, the DC Prince Dhawan clarified that no DPR is required in case of Krishi Rinn Yojana and Deen Dayal Upadhyaya Bunkar Yojana and for the Swavalamban Yojana, as the latest format of application would serve the purpose of DPR. The DC informed that the application in case of Krishi Rinn Yojana and Deen Dayal Upadhyaya Bunkar Yojana would be forwarded to the banks by the concerned EACs and in case of Swavalamban Yojana, after recommendation by the State Level Committees (SLCs), the applicant can register through www.standupmitra.in online. Moreover, the forms for the same along with the guidelines are available online at http://itanagar.nic.in/scheme.html.

Time to get serious
The monsoon deluge has caused large scale devastation across the state. Roads have been damaged, electric poles, mobile towers and water pipelines washed away. Life has come to standstill in many parts of the state. Many areas still remains cut off from rest of the world. The capital complex has been the worst affected. This kind of situation is repeated every year. But unfortunately state government simply does not seem to be ready to learn any lesson. Every time situation turns grim government will blame it on nature's fury.
There is no doubt that every year monsoon hits the state hard. However by now the policy makers, bureaucrats and technocrats should have learnt their lesson as they have been facing monsoon fury for the last many years. Before the onset of monsoon administration talks big and claims to be fully prepared to face any situation. However moment the monsoon sets in they are exposed and most of the officials vanishes from the scene. Take the example of capital complex, where it is becoming annual routine for drinking water supply to be disrupted. For the last 10 days people of capital complex are struggling to get few drops of drinking water due to washing away of pipelines at Poma and Borum village. PHE department are struggling to provide drinking water as they do not have any concrete alternate plan. This is absolutely shocking. How can the citizen of state capital survive without drinking water facilities for months? Who will be hold accountable for it? Similarly PWD also failed to repair alternate roads which can act as lifeline for the citizens of capital complex. State government should get serious and introspect in this regard.

By advising that Constitution is not merely about administration and economic growth; Mukherjee had conveyed the message that all rhetoric of "hard work" and "reforms" like demonetisation or GST would count little unless the lives, livelihood and Constitutional rights of all citizens of this heterogeneous democratic country are not adequately protected. What a conscientious and enlightened personality possessing a sensitive heart full of humanity and pathos!
India is indeed proud and fortunate to have had such a conscientious President at its head who was acting as the Conscience of the nation. In this dark age of supreme intolerance and barbaric throttling of voices which dare to differ with the seats of power, Pranab Mukherjee remains one of the rarest of rare beacon of light in our wretched society.
Though it is sad that his illustrious tenure has come to an end; but all true Indians will continue to get inspired by his sanity and noble thoughts. But definitely we will also miss him and his presence full of grace. Hats off to you Sir!
And Ram Nath Kovind has indeed some big shoes to fill! Wish that he can live up to the legacy of Pranab Mukherjee.

One month without power
Dear Editor,
Through your esteemed daily, we would like to highlight the sufferings that we are facing for the past one month. We might be the common people but we will make our voice heard.
Last June 29 our village transformer was damaged during heavy downpour. Since then we have been living without electricity while this Govt. talks about schemes and development.
We do not know whom to blame for this delay and where to go. We hope that our MLA from Doimukh constituency is aware of the situation and our votes were casted for nothing.
The department has been tackling our demands by saying that the transformer was coming from Guwahati but does it take one month? The mother who has to nurse their infants is worried for their children's health; the sons and daughter are worried for their old father and old mother's health. People living far away cannot make call to their family as their batteries are dead. School children are suffering as the hot weather is unbearable distracting them from their studies. School children have to read under kerosene lamp or very dim led light to do their homework. Business are being hampered and most of all the hot unbearable weather.

Saving lives
Dear Editor,
Human blood is an essential component of human life which is universally recognized as the most precious element that sustains life and there are no substitutes to blood as yet. Availability of safe blood and blood products is a critical aspect in improving health care. A blood transfusion saves thousands of lives each year, but adequate and safe blood supply is a demanding challenge in developing states especially in Arunachal Pradesh.

And from them, I have personally seen and have experienced voluntary blood donation by Arunachal Vivekananda Yuva Shakti, a voluntary blood donor organization under the chairmanship of Ramesh Jeke(Marbam).
They say you wouldn’t know the value until you face it. I feel this saying is absolutely true because the situation has also been faced by me when the need of blood aroused to one of my family members.
Doctors couldn’t do anything but to wait for blood. That very moment made me realize the importance of blood and voluntary blood donation.
We had no hope until Ramesh Jeke(Marbam) and his team members came forward. They came from nowhere and helped us in obtaining blood which led to successful operation. They did it voluntarily without receiving anything monetarily or even in kinds.
I couldn’t believe that AVYS are donating blood voluntarily because I haven’t seen any NGOs or societies performing such kind of humanitarian act in our state and that too by our local youth who are in colleges.
I was even more surprised to know that they do not charge any money, not even for their taxi fare or for refreshment and serve all 24/7 continuously. What they wanted in return was just our blessing so that they can help as many people as possible and also they suggested us to help others just like they did for us.
After listening to their philosophy, my way of thinking towards the society has changed a lot.
It is not only me who have brought changes in my thoughts but there are also many people who have changed their thinking towards the society by listening to Ramesh’s and his team’s speeches at hospitals.
The team AVYS does their work in a unique and positive way.
It is my humble request to everyone to kindly donate blood voluntarily because your unit of blood will save a life and bring happiness to a family.
